That coupling broke between 2022 and 2024.
AI crossed a threshold where generating expert-level performance became trivially cheap while acquiring the underlying capability remained exactly as difficult as before. A student can now submit doctoral-quality analysis having internalized nothing. A professional can deliver expert recommendations possessing minimal independent judgment. A programmer can ship production code unable to debug their own work.
The performance is real. The learning may not exist.
This is not a problem we can solve through better assessment, stricter monitoring, or reformed evaluation. This is an information collapse—the disappearance of signal itself—making learning structurally unverifiable through any method that measures what people produce.
The Signal Was Never the Thing Itself
Performance-based assessment operated on a simple principle: observing someone complete a sophisticated task told you they possessed the capability that task required. Write a coherent essay → possess writing capability. Solve complex equations → possess mathematical reasoning. Generate architectural analysis → possess expert judgment.
This worked because capability and performance were coupled through cost. Creating performance demanded investing time, effort, cognitive resources—costs you could only pay if you possessed underlying capability. The performance was visible. The cost was invisible. AI severed this entirely.
Now performance has no cost. Anyone can generate essays without writing capability, solutions without mathematical reasoning, analyses without expert judgment. The performance output is indistinguishable from skilled work. But it required no capability to produce—only the ability to prompt a system that possesses capability.
The distinction is absolute. Performance that costs nothing signals nothing. When generation becomes free, observation becomes uninformative.
Why This Is Not Gradual Degradation
Assessment did not degrade slowly as AI improved. It collapsed discretely when AI crossed a capability threshold.
Before the threshold, AI assisted but could not fully replace human work. Students using AI still needed some capability because AI couldn’t handle everything. The signal degraded—completion became slightly less informative—but correlation between performance and capability remained positive.
At the threshold, AI matched human-level performance across task domains. Suddenly, perfect completion became possible with zero capability. The correlation didn’t weaken further. It broke.
This is why ”better assessment” cannot solve the problem. The issue is not that current methods are insufficiently sophisticated. The issue is that the thing they measure—performance quality—no longer contains information about the thing they need to know—capability persistence.
You cannot fix a thermometer by improving its precision when the thermometer measures the wrong temperature. You cannot fix performance assessment by raising standards when performance itself stopped indicating capability.
Three common fixes all fail for the same structural reason:
Higher standards: Making tasks harder doesn’t help because AI handles increased difficulty just as easily. Raising the bar raises what AI must do, not whether AI can do it.
Process monitoring: Watching how someone completes work doesn’t help because AI use is invisible during work. You cannot observe whether cognition happened in human or machine when both produce identical outputs.
Specialized testing: Creating ”AI-proof” assessments doesn’t help because any assessment measuring performance can be AI-completed. If you can observe it, AI can generate it.
The collapse is not an assessment design failure. It is an information-theoretical limit. When AI generates outputs independent of human capability, output quality transmits zero bits about capability presence.
This is irreversible. AI will not ”get worse.” The threshold, once crossed, does not uncross.
Learning Did Not Disappear—It Became Unverifiable
Here is what did not happen: AI did not eliminate human learning. Students still learn. Professionals still develop expertise. Capability still builds through practice and struggle.
What disappeared was our ability to verify that learning occurred.
For two centuries, we verified learning by measuring performance. This worked because performance was coupled to capability through cost structure. Now that coupling is broken. Learning still happens. But we can no longer see it through performance observation.

Genuine learning costs years. A student building mathematical capability invests thousands of hours developing understanding through practice, struggle, error correction. An expert acquiring professional judgment spends decades encountering edge cases, making mistakes, refining intuition.
AI-assisted completion costs hours. The same student generates perfect solutions in minutes through AI without understanding mathematics. The same expert produces flawless recommendations in hours through AI without developing judgment.
Both paths produce identical credentials certifying identical completion. Both generate identical performance quality during assessment. But capability costs differ by three orders of magnitude while rewards remain identical.
The selection pressure is inexorable. When two strategies produce equivalent outcomes but one costs 1000x less, rational actors converge on the cheaper strategy. When completion signals cannot distinguish learning from AI dependence, optimization favors completion over capability development.
This creates a disturbing dynamic: the less you learn, the faster you complete, the higher you score, the more you advance—because AI removes the capability development that would have slowed you down. Meanwhile those who actually learned—investing time in genuine understanding—complete slower, score lower on speed-weighted metrics, and systematically underperform those who outsourced cognition entirely.
The gradient inverts. Capability becomes disadvantageous when measurement cannot detect it.
This is not hypothetical. We are watching it happen in real-time as entire populations discover that achieving maximum measured performance requires minimizing actual learning. Not through conscious deception but through rational response to incentive structures where capability development becomes economically irrational.
Why This Breaks Institutional Function
Educational credentials organized social coordination by solving an information problem: employers needed to know who possessed capability, but direct capability testing at scale was impossible. Credentials from institutions vouched that holders completed requirements proving capability acquisition.
This system assumed credentials indicated capability because completion indicated learning. When that assumption held, credentials efficiently allocated human capital: those with capability earned credentials signaling capability, enabling matching between capability supply and demand.
The assumption no longer holds.
Now three types of credentials exist but look identical: genuine capability credentials (learning occurred, capability persists), partial capability credentials (learning occurred incompletely), and zero capability credentials (completion through AI, capability absent). Markets cannot distinguish them. Employers cannot price them differently. Institutions cannot verify which type they issued.
This is not a temporary transition problem. This is permanent information loss.
The consequences cascade across institutional infrastructure:

Professional licensing cannot confirm practitioners possess expertise ensuring safe practice. Passing examinations may indicate AI access during testing rather than persistent capability under pressure. Certifications may validate nothing about independent function when novel situations exceed training data.
Social mobility mechanisms break when credentials stop indicating capability. Those who genuinely learned cannot distinguish themselves from those who AI-completed. Meritocratic advancement assumes differentiation based on capability. When capability signals fail, advancement becomes arbitrary relative to actual competence.
The invisibility problem therefore creates misallocation at civilizational scale. We continue operating systems assuming verification works—hiring, promoting, licensing, credentialing based on signals that stopped carrying information—while actual capability distribution diverges completely from measured performance distribution.
Societies can tolerate measurement noise. They cannot tolerate systematic measurement failure where observed signals anticorrelate with actual capability. When selection mechanisms optimize for performance that AI generates rather than capability that humans develop, institutions inadvertently select against the competence they depend on.
The Response Will Determine the Failure Mode
Three responses are emerging:
Denial: Continue operating as if performance still indicates capability. This is the default path. Institutions keep measuring completion, credentials keep certifying it, employers keep trusting it. The system appears functional until accumulated capability deficits become catastrophically visible—when critical systems requiring genuine expertise encounter problems beyond AI training, when entire professional cohorts discover they cannot function independently, when coordination failures reveal systematic inability to verify who can actually do what.
Restriction: Attempt to ban or limit AI access to restore the coupling between performance and capability. This fails because AI access is uncontrollable at scale—detection is unreliable, enforcement is impossible, and prohibition creates perverse incentives rewarding deception over honesty. More importantly, it treats the symptom (AI use) rather than the disease (verification failure). The fundamental problem is not that AI exists but that our verification infrastructure assumed AI didn’t.
Reconstruction: Build new verification methods that test what AI cannot fake—capability persistence across time when assistance is removed and conditions change. This requires accepting that performance observation stopped working and developing infrastructure measuring what actually matters: whether capability exists independently in humans rather than remaining accessible through tools.
The choice is not between accepting AI or fighting it. The choice is between continuing to rely on broken verification and developing verification that works despite AI.

What Replaces the Signal
If performance no longer tells us who learned, something else must.

But accepting this requires accepting something uncomfortable: that every system we built to verify learning—every assessment, every credential, every hiring process, every licensing examination—stopped working in 2024 and we are still pretending they didn’t.
The pretense is understandable. Admitting infrastructure failure is hard. Rebuilding verification systems is expensive. Acknowledging that decades of accumulated credentials may certify nothing about capability is institutionally destabilizing.
But invisibility problems do not resolve through denial. When you lose the ability to see something essential, you either develop new methods to see it or you continue operating blind until accumulated failures force recognition.
Learning did not disappear when performance became free. It became invisible. The question is whether we will develop infrastructure to make it visible again—or continue optimizing systems that can no longer distinguish capability from its absence, until the distinction stops mattering because capability itself stops developing.
The signal is gone. We need a new one. And we need it before an entire generation completes education having learned nothing we can verify—or nothing at all.
